This is the kind of ruleset that leans towards cooperation rather than page after page of edicts... when in doubt about any rule, the guidelines I have tried to play with are (and I dont always remember):
1) take the most conservative approach to interpreting a loosely worded phrase.
2) never assume a position that: if an issue is not expressly forbidden by the rules- that it can be done.
3) always rule in favor of getting the most figures in contact as possible- no matter where the units end up.
4) missing a charge by a half an inch is out of range...but within a quarter of an inch is close enough (see #3)
5) If your opponent forgets to FBIGO, or some other critical rule, it's better to remind him than to play on.. unless you really forgot also (very possible).
6) houserules can be discussed before any game... during a game a contested house rule should be rolled off.. after the game you can discuss a better way to handle the house rules.
7) tournaments in WAB are for fun... everybody is still learning, and the game is in it's development years... if people are still playing WAB ten years from now on the ESPN US vs. UK team WAB World Championships- then you can forget number 5 above and go for the throat!!
